Two bills introduced by Representative Susan Davis
(D-CA) would expand opportunities for voters to
cast ballots by mail. H.R. 281 would permit voting
by mail in federal elections, and H.R. 1667 would
create a grant program for states to establish vote-
by-mail procedures for city, county, and state
elections.
Senator Ron Wyden (D-OR) has introduced S.B. 979, which would permit
states to opt into mail-in voting on a statewide or county-by-county basis.
This legislation would create a three-year grant program to help states
offset costs associated with changing to a vote-by-mail system. In
developing vote-by-mail systems, grantees would be required to adopt
procedures that dramatically curtail risk of fraud, resulting in fairer and more
accurate elections.
Mail Network Protection Act: This bill will help
stop dangerous, wasteful and inefficient
subcontracting by the USPS which is detrimental
to postal workers and postal customers. Studies
have shown contracting out services often costs
the Postal Service more than if postal employees
perform the work. Frequently, subcontracting is
ineffective, and private contractors’ service to the
public is poor. H.R. 4236 will help protect the
security of our nation’s mail network. Employees for private contractors
receive less training and have less experience than career postal employees
and they are not subject to the same rigorous hiring standards as postal
employees. They do not take an oath of office, and may not be subject to
background checks. Employees of private subcontractors are simply unable
to safeguard mail or the public against biohazards, mailed explosives, and
other dangers. We urge you to get in contact with your representatives
and urge them to support and pass this important legislation into law.
